Oil needs for USA were of paramount importance with Middle Eastern embargo having cut supplies. Israeli and Arab interests in war torn Middle East were making the likelihood of good oil flow to the USA ever more precarious.

General Secretary Leonid Breshnev of USSR and President Richard Nixon were both playing the game.
